Environmental justice has been central to Rebecca’s work long before it was widely recognized in law. From organizing alongside farmworkers and frontline communities to passing nation-leading climate legislation, she has fought to ensure those most impacted by pollution are leading the solutions.
Key accomplishments
Prime sponsor of the Healthy Environment for All (HEAL) Act, embedding environmental justice into state decision-making.
Helped pass the Climate Commitment Act, requiring major polluters to pay and directing investments to overburdened communities.
Advanced the Clean Fuel Standard to reduce transportation emissions.
Secured major investments in climate resilience, salmon recovery, and environmental restoration.

As a County Councilmember, Rebecca will align county investments with the Climate Commitment Act, reduce pollution in overburdened communities, and ensure climate action creates good jobs, lowers costs, and is guided by community leadership.
